The power plant was commissioned in 1979 and is part of the extensive Tokke-Vinje development. The power plant gets its operating water from Lake Førsvatn, which is the intake and regulating reservoir. The reservoir can be regulated between 891 and 829 metres above sea level.
The plant also has multiple reservoir lakes that can transfer water to Lake Førsvatn: Langesæ, Bordalsvatn, Kjelavatn and Ståvatn. This provides excellent, regulated power generation.
Kjela power plant has one generating unit with a Francis turbine. The installed capacity is 60 MW.
The gross height of fall is 185 metres.
